Developing the 2025 Climate Action Plan 

Delaware’s 2025 Climate Action Plan is now under development. This plan will update the 2021 Climate Action Plan and include requirements of the state’s Climate Change Solutions Act. DNREC is working with communities, stakeholders and subject matter experts to develop the plan, which will be published by November 15, 2025.

Climate Change Officers

The Climate Change Officers are representatives from key state agencies involved in the implementation of Delaware’s Climate Action Plan. Established in the Climate Change Solutions Act of 2023, they are appointed from each of nine key state agencies and are tasked with supporting the achievement of emission reduction targets for 2030 and 2050 and helping develop and update the Plan.

Community Engagement Sessions

Community voices are essential to ensuring that the Climate Action Plan reflects the needs and priorities of the Delaware public. In October of 2024, DNREC held three community engagement sessions to gather feedback from Delaware residents about the state’s climate response efforts

Meeting participants interacted with a collection of presentation boards and shared their feedback with DNREC staff through a series of feedback activities. Those unable to attend in person were invited to share their thoughts using an online questionnaire. 

A second round of community engagement sessions is being planned for mid-July 2025 to ensure ongoing public input is captured.

Technical Expert Workshops

As part of the development process for the Climate Action Plan, DNREC hosted a series of technical expert workshops in September of 2024, engaging stakeholders in key areas such as buildings and energy, industry and waste, transportation and land use and agriculture and natural working lands. 

These workshops provided an opportunity to gather initial feedback on sector-specific climate change vulnerabilities and responses.
