Notice has been given that:
The City of Wilmington and Jacobs, request construction permits for the installation of two identical elevated digester gas flares at the Wilmington Wastewater Treatment Plant (WWTP) located at 12th Street and Hay Road in Wilmington, Delaware. These new flares will replace the three (3) existing flares at the WWTP. The flares will be permitted to emit 2.02 TPY of Total PM, 2.02 TPY of PM10, 2.02 TPY of PM2.5, 4.60 TPY of NOx, 1.37 TPY of SO2, 6.92 TPY of CO, 0.49 TPY of VOC by Permits: APC-2025/0057-CONSTRUCTION and APC-2025/0058-CONSTRUCTION.
The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. To submit comments, for additional information or for information regarding how you can inspect the application, please contact Jennifer Childears at (302) 739‑9402 or jennifer.childears@delaware.gov.
A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending July 7, 2025. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
